Post:					Clinic Manager

Grade:	Nursing and Midwifery H Grade or equivalent

Responsibility: 			Outpatient and Ambulatory Care Manager

Professional Accountability:	Head of Nursing, BRI


Job Summary 

The Service Manager will be responsible for the corporate and operational management of the Milne Centre for Sexual Health. This will be achieved through the management of the department heads for nursing, administration and the health advising team and in conjunction with the Clinical Lead, operational responsibility for medical services. The postholder will be responsible for setting in place clear structures to ensure that the Milne Centre�s service provision is co-ordinated and of a consistently high quality and in collaboration with a range of stakeholders

Principle Responsibilities

1. General Management

To create a management culture and style that is inclusive, transparent and positive, generating a productive multi-disciplinary working environment

To operate a fluid system of management that ensures that alternative ways of organisation are explored in response to changing patterns of service delivery

To manage the health service staff within the Milne Centre for Sexual health, with line management accountability for the nursing, health advising and administration staff

To ensure that an effective communication system is in place across all staff and disciplines

To be responsible for the day to day management of the Health Adviser team

To effectively manage the sexual health budgets, ensuring the delivery of balanced budgets in line with Trust allocations

To ensure that an effective appraisal system operates across the Milne Centre, developing an individual performance review programme as a tool for staff development and ensuring that objectives are met within the context of the service needs of the Milne Centre

To manage medical records within the department and ensure compliance with all standards in relation to Genito-Urinary records

To oversee the co-ordination of the Cabot Suite for Sexual Assault in collaboration with the lead clinician and the police

To work with the research staff in managing the department�s research function and associated budget

2.  Policy and Procedures

To be responsible for the overall management of risk, clinical governance and health and safety within the Sexual Health Service

To co-ordinate and contribute to the development of appropriate policies and procedures, including control of infection, child protection, fire protection, and others

To review and revise a service wide operational policy for the service and to co-ordinate a continuous review process for departmental procedures

To ensure that all service staff operate within agreed clinical protocols and that clinical supervision is in place and practised

To ensure that clear and consistent policies regarding sickness, annual leave etc are in line with Trust policy

To ensure that an effective induction and training programme is developed and implemented for all staff within The Milne Centre to reflect requirements of the service

3. Strategic Management

To develop, in conjunction with colleagues annual planning processes and objectives and to progress service developments in line with local and national priorities

To be aware of national strategic developments that influence the local sexual health agenda

To link into the wider outpatients agenda, attending BRI and UBHT Outpatients management meetings and involvement in the Outpatients Improvement Plan

4. Quality and Outcomes

To ensure the effective systems are in place for clinical governance and best value

To ensure systems are in place for practice to be leading edge and research based

To ensure all complaints are dealt with in line with the Trust�s complaint�s procedures

To develop and maintain effective links with service users to ensure high levels of user satisfaction are maintained

To ensure audit and epidemiological studies are encouraged so that services can be realigned and focused to make a difference

To develop systems for monitoring and ensuring quality and measuring effectiveness of the service provided

To facilitate the development of excellence in clinical practice, operational policies and procedures and the setting of high standards of care
 
5. Partnership working

To develop and maintain clear lines of communication with partner organisations, ensuring that service provision in Bristol is complimentary and inclusive

To facilitate the development of collaborative working with the Contraceptive and Sexual Health (CaSH) service of UBHT

To develop further partnerships with other relevant stakeholders as necessary in the context of service provision

6. Training and Development

To ensure professional development is encouraged and training programmes provided for all staff to meet the needs of a co-ordinated approach to sexual health

To promote the Milne Centre as a centre of excellence for student training/ placement

To co-ordinate and ensure consistency in the delivery of non professional teaching and training to external departments and agencies 

To be responsible for own professional development

7. Clinical Input

Depending on background and previous experience, the post holder may be encouraged to work an agreed number of clinical sessions in order to maintain and develop further specialist clinical skills

8. General Duties

Person Specification

Have or be working towards a degree or equivalent professional qualification
