<p>Deadline for submissions of candidatures: 1/5/2014</p></span></h2><div class="collapse"><p>Three experts are needed for this mission:<br/><br/>1) Election/Legal expertise<br/><br/>Qualifications and Skills:<br/>Academic degree (at least Masters level) in Law, Political Science, International Relations or any other discipline relevant to the assignment.<br/><br/>General Professional Experience:<br/>Approximately 12 years of experience in the area related to Lot 12.<br/><br/>Specific Professional Experience:<br/>The Expert (Senior) will have extensive experience in election administration and/or election observation and assistance (approximately 10 years).<br/>S/he must have proven experience in election systems, legislation and administration, including voter/candidate registration. <br/>S/he must be familiar with election-related legislation and international standards in the election field. <br/>S/he must have experience in designing and drafting election-related projects. S/he must be familiar with planning and implementing election observation missions and election-related technical assistance projects. S/he must have previously been directly involved in the organisation of election observation by the EU or other organisations. Particular knowledge of the situation in the country and/or the region is an asset.<br/><br/>Language skills:<br/>S/he MUST be fluent in PORTUGUESE and English (written and spoken).<br/><br/>2) Logistics expertise<br/><br/>Qualifications and Skills:<br/>Academic degree (at least Masters level) in Economic Science, Management, Business Administration or any other discipline relevant to the assignment.<br/><br/>General Professional Experience:<br/>At least 12 years of experience in the area related to Lot 12.<br/><br/>Specific Professional Experience:<br/>The Expert (Senior) will have at least 8 years of experience in the field of logistics and approximately 4 years in election assistance/observation. <br/>S/he must have participated, at co-ordination level, to the planning and implementation of election observation missions with the EU. <br/>S/he must be able to assess logistics needs and costs and draft a tentative budget for an EU EOM. <br/>S/he must have experience in designing and drafting a budget and Terms of Reference for the security and logistic component of (electoral observation) missions and related projects.<br/>Demonstrated managerial skills would be beneficial as well as good interpersonal skills to work in a multicultural environment. <br/>Work experience in Mozambique is an asset.<br/><br/>Language skills:<br/>S/he MUST be fluent in PORTUGUESE and English (written and spoken).<br/><br/>3) Security expertise<br/><br/>Qualifications and Skills:<br/>Academic degree (at least Masters level) in Management, Business Administration, or any other discipline relevant to the assignment.<br/><br/>General Professional Experience:<br/>Approximately 12 years of experience in the field of security<br/><br/>Specific Professional Experience:<br/>The Expert (Senior) will have approximately 8 years of experience in the field of security including related relevant experience of approximately 4 years in international missions. <br/>S/he should have participated, at co-ordination level, to the planning and implementation of election observation mission or other monitoring/peace support missions with the EU or other organisations. <br/>S/he must be able to assess security needs and costs and assist in drafting a tentative budget for an EU EOM. <div class="job"><div class="jobtext"><h2 class="expandjob"><span class="jobtitle">IT and Software Expert - Yemen </span><br/><span class="jobabstract"><span style="font-weight: bold;">ERIS is looking for an IT and Software Expert to assist in website upgrades for the Supreme Commission for Elections and Referendum (SCER). </span></span></h2><div class="collapse"><p><span style="font-weight: bold;">Location: </span>Sana'a, Yemen <span style="font-weight: bold;"><br/>Contract Period: </span>7 days<br/><span style="font-weight: bold;">Deployment Period:</span> 4 days<span style="font-weight: bold;"><br/>Tentative deployment date: </span>Mid June 2014<br/>Full Terms of Reference can be found <a href="http://www.eris.org.uk:80/images/userfiles/File/Yemen ToR IT and Software Tech Specs Expert (senior).pdf">here</a>.<br/><br/><span style="font-weight: bold;">Background </span><br/><br/>Electoral Reform International Services (ERIS) and Democracy Reporting International (DRI) are implementing an EU-funded project aimed at supporting the Supreme Commission for Elections and Referendum (SCER) to enhance institutional capacities and assist in the areas of electoral administration, communication, and transparency. As a part of the communications strategy, ERIS/DRI are currently looking for an IT and Software Expert to make specifications for the upgrade the websites of SCER.<br/><span style="font-weight: bold;"><br/>Tasks and Responsibilities</span><br/><br/>- Audit and conduct an assessment of the current SCER website www.scer.org.ye;<br/>- Develop and document detailed requirements for the redesign of the website, to be implemented over a 20-40 day project by a Junior Consultant in-country;<br/>- Identify the required IT upgrades required for the website to provide:<br/>
<ul>
<li>A low resolution home page</li>
<li>A platform suitable for mobile phone access</li>
<li>A platform suitable for linking through social media sites; Facebook, Twitter, etc.</li>
</ul>
- Support ERIS/DRI in the selection of a candidate for the longer-term implementation and training role.<br/><br/>It is anticipated that these two tasks will take three to four days.Following the completion of the web development the Consultant will:<br/><br/>- Perform quality control and proofing;<br/>- Ascertain the requirements are met;<br/>- Advise on solutions to ensure sustainability; <br/>- Certify the work of the long term (Junior) consultant.<br/><br/><span style="font-weight: bold;">Deliverables </span><br/><br/>Expected deliverables will include:<br/><br/>- A report on the technical specifications required for website upgrades<br/>- A Terms of Reference for upgrade tasks<br/>- A review report after upgrades have been put in place.<br/><br/><span style="font-weight: bold;">Profile </span><br/><br/><span style="font-weight: bold;">Required Qualifications: </span><br/><br/>- A degree in Information Technology, Graphic Design or related field.<br/>Minimum 8-10 years of relevant experience in Graphic design and web development.<br/>- Excellent skills in Adobe InDesign, Adobe Bridge, Adobe Acrobat, Adobe Illustrator, Adobe Photoshop, Adobe Flash, Avid, Final Cut Pro and other graphic design software.<br/>- Ability to produce technical reports and information in a clear and precise manner.<br/>- Fluency in English.<br/><span style="font-weight: bold;"><br/>Desirable Skills: <br/></span><br/>- Fluency in Arabic.<br/>- Previous experience in Yemen or a similar environment would be an asset.<br/>- Previous experience working with election management bodies would be an asset.<br/><br/><span style="font-weight: bold;">To Apply: </span><br/>Please send a CV and cover letter to erisuk@eris.org.uk with "Yemen IT and Software Expert" in the subject line <span style="font-weight: bold;">before 12:00am BST Sunday 27 April.</span></p></div>
