<h2> ERIS project in Madagascar aims to strengthen capacity of civil-society organisations</h2>

<div id="newstext"> <p>ERIS is implementing the PACTE project (“Project d’Appui à la Crédibilité et a la Transparence des Elections à Madagascar”) together with the European Center for Electoral Support (ECES) and the Electoral Institute for Sustainable Democracy in Africa (EISA). </p>
<p>Funded by the EU, the 18-month project focuses on strengthening the capacity of civil society organisations (CSOs), the media, political parties, electoral candidates, lawyers and the CENIT (Commission Electorale Nationale Indépendante pour la Transition) through the electoral process in all 22 regions of Madagascar.</p>
PACTE's broad aims are to support:
<ul>
<li><strong>inclusive and well-informed participation</strong> of civil society in voter awareness and education;</li>
<li><strong>pooling of resources and capacity building for civil society organisations</strong>, for professional, systematic and non-partisan observation during all phases of the electoral process; </li>
<li><strong>effective electoral dispute management mechanisms</strong> to reduce the potential for electoral violence; </li>
<li>consolidation of lessons learned and post electoral reform.<br/></li>

<p>In particular, EISA and ERIS are offering long term, tailored technical support to the various domestic observer platforms to help them develop their own observation methodology and tools.</p>
<p>To date, over 30 CSOs have been granted accreditation to observe the 2013 electoral process. The majority of these have little or no previous experience in this area. Activities initially planned under the PACTE project primarily targeted around 2,000 observers of the National Committee for Electoral Observation (KMF-CNOE), Madagascar’s main domestic observer platform. However, these activities are being extended to a much larger group of beneficiaries with thousands of additional observers. ERIS and EISA are therefore working to facilitate the emergence of large observer coalitions.<br/></p>

<p> The project responds to needs identified by Malagasy electoral stakeholders. It is based on the electoral cycle approach: activities will be implemented before, during and after the elections. </p>
<p>Other organisations contributing to the project include: L’Académie RFI-F24-MCD (a Malagasy organisation involved in voter education and election observation), Osservatorio di Pavia, and Comité National d’Observation des Elections – Education des Citoyens (KMF-CNOE).</p></div>
