<p><font size="1">Chelsea & Westminster Health Trust has come out
poorly in the Governments review of hospital health trusts. The
trust gained only one star in the graded system which judges how
well hospitals are keeping to their targets. The review of services
was published yesterday by the government. </font></p>
<p><font size="1">Alan Milburn, the health secretary announced that
the 12 worst performing trusts in England could face the sacking
of their chief executives if their performance does not radically
improve. </font></p>
<p><font size="1">In an attempt to develop an "enterprise culture"
in the NHS, he published league tables grading 173 acute hospital
trusts according to their effectiveness across 21 performance measures,
including nine key targets ranging from waiting times to cleanliness.
</font></p>
<p><font size="1">He said 35 trusts on the top three-star grade would
be rewarded with greater freedom from Whitehall control, including
the right to pay bonuses to their ablest clinical staff and set
up spin-off companies to develop new technology for profit. </font></p>

<p><font size="1"> Osama bin Laden's step-mother was house-hunting
in Kensington earlier this month according to the Financial Times.
</font></p>
<p><font size="1">Since her stepson was linked to the attacks in the
US however, nothing more has been heard from the potential buyer.
The house in Kensington Square had an asking price of �2.5million
which is considered relatively cheap for the location. Mrs bin Laden
had taken one of her daughters-in-law, who lives nearby.</font></p>
<p><font size="1"> Though the family has publicly disowned its infamous
son, since he became a fugitive from his native country in 1993,
public life has become difficult for Saudi Muslims in general and
for those called bin Laden in particular. </font></p>
<p><font size="1">British security consultant Ambrose Carey, brother-in-law
of Kalid, one of Osama bin Laden's brothers, defended the family
last week. He said the bin Laden family was a pillar of the Saudi
establishment and business community and had no business connections
with their brother in any shape or form. </font></p>
<p><font size="1">"The family is absolutely mortified by what has
happened in New York and totally reject Osama's activities and ideology.
I know that Osama has no business connections with them in any shape
or form," Mr Carey said. </font></p>

<p><font size="1">Kensington & Chelsea Council leader Merrick
Cockell has reacted angrily to the news that Kensington & Chelsea
police force will be cut to 514, a disturbing 110 officers less
than in 1997.</font></p>
<p><font size="1">The slashing of police numbers in the Royal Borough
is understood to be part of a proposed redistribution of power based
on a new formula for calculating policing needs devised by management
consultants. The formula takes into account crime statistic, numbers
of 999 calls and 'social factors'. Other areas deemed to have to
many police under</font></p>
<p><font size="1">"What has happened to the 23% increase our
residents have had to pay to Ken Livingstone to support the police
budget and where is our share of the 1000 extra officers he promised
in return?" asked Cllr. Cockell. "Londoners expect to
see more across the board, not just in areas that have won out in
some mathematical exercise." </font></p>
<p><font size="1">The timing of the proposals has also caused consternation
at the Council. A recent crime audit carried out by its Community
Safety Team has demonstrated that burglaries, robberies and car
theft are all rising and parts of the borough are also in the grip
of a crack-cocaine epidemic.</font></p>

<p><font size="1">Mayor Ken Livingstone is on course for a showdown
over next year's Notting Hill Carnival route which he wants to end
in Hyde Park.</font></p>
<p><font size="1">Livingstone has stressed that any "bloody-minded"
objectors face having a new route imposed upon them. His comments
are thought to be a coded warning to the Royal Parks Agency, which
vetoed his attempt to get this year's carnival through Hyde Park,
partly on the grounds that the proposal was late. </font></p>
<p><font size="1">While the parks agency has said it is "happy to
explore" the possibility of the carnival ending there in future,
privately there is thought to be some unease at becoming involved.
</font></p>
<p><font size="1">Mr Livingstone said: "If we cannot get any agreement
among the various stakeholders in this then the Commissioner of
police has the power to impose the route. This he is determined
to do. That will concentrate the minds of more bloody-minded partners
in this." </font></p>
<p><font size="1">His comments will do little to defuse tensions between
carnival organisers and residents and Kensington and Chelsea council,
where there is a feeling the carnival is too big. He has already
accused the council of wanting to protect Notting Hill's "toffs".
The Royal Parks Agency is refusing to comment until the consultation
exercise is completed. </font></p>
