<p><font size="1">A young volunteer, working with Camden's trading
standards team, managed to buy alcohol in 80% of the shops she visited
- despite being only 14 years old. <br>
<br>
A 13-year-old boy managed to buy cigarettes from 20% of the shops
he visited. Sarah Hall, a Camden Trading Standards Officer, said:
"We were surprised and disappointed at how easy it was for these
young people to be sold cigarettes and alcohol - even though it
was quite clear they were underage. Shopkeepers need to be aware
that this is illegal and they can be prosecuted."<br>
<br>
The trading standards team wanted to reveal the extent of alcohol
sales to under-age young people in the borough. All licensed premises
in Camden will now be given guidance before the team undertakes
another round of 'test purchases' using under-age young people.<br>
<br>
Shops who fail the test in the future are liable for prosecution
and maximum fine of �1000. The 'test purchases' of cigarettes was
part of an ongoing project. All cigarette retailers in the borough
have already been given guidance. <br>
<br>
The successful purchases made by the 13-year-old volunteer are now
being investigated and may result in legal action and a maximum
fine of �2,500. Visiting the shops, which ranged from off-licences
to mini-markets and supermarkets, the young people were shocked
at how easily they made their purchases. <br>
<br>
"One shopkeeper asked me my age. I told him I was 13, and he said
he liked an honest person and sold me the cigarettes anyway," said
one volunteer. "I took two alcopops to the counter and the girl
on the till not only sold them to me, but got me chilled ones out
of the fridge", said one 14-year-old. <br>
<br>
Camden has been able to carry out alcohol 'test purchases' with
alcohol for the first time this year because legislation about alcohol
sales has changed. <br>
<br>
It is no longer an offence for young people under 18-years-old to
buy alcohol if they are doing so under the direction of a police
officer or trading standards officer. </font></p>
