            <p><font size="1"> Mark Kass Ltd, a Nissan and Toyota dealer in Camden 
              Road, has been ordered to pay fines and costs totalling more than 
              �8,000 for selling ex-hire cars but claiming they had only one previous 
              owner. Highbury Magistrates court found that the firm had made three 
              breaches of the Trade Descriptions Act. </font></p>
            <p><font size="1">The company claimed that the description 'one owner' 
              was factually correct and pleaded not guilty. They also said that 
              the fact the car had been used as a daily rental vehicle would have 
              no affect on its current or future value. But their case was weakened 
              by the fact their own documentation requires trade-in customers 
              to sign a declaration that their vehicle has not been used as a 
              rental or hire vehicle.</font></p>
            <p><font size="1"> The case was instigated by Camden Council trading 
              standards and Des Campbell, Camden's Chief Trading Standards Officer 
              said, 'I hope that as a result of this prosecution Mark Kass Ltd., 
              and other car dealers who operate in a similar manner, will change 
              the way they describe vehicles.'</font></p>

            <p><font size="1">Camden Council's website has won the top prize in 
              the e-government category of the prestigious New Statesman New Media 
              Awards 2001. Camden was nominated for the award by a member of the 
              public, who described the website as "easy to get around" and praised 
              the section for children and young people. </font></p>
            <p><font size="1">Martin Black, Camden Council's Web Manager, said: 
              "This important award is great news for Camden. We aim to ensure 
              the website is clear and informative and allows users to move easily 
              around the site. The award proves that we are working in the right 
              direction."</font></p>
            <p><font size="1">Forty websites were nominated in the e-government 
              category but Camden impressed the judges with its new on-line payments 
              service, which allows people to pay council tax, business rates 
              and parking fines over the Internet. </font></p>
            <p><font size="1">The council recently approved its e-government vision 
              for the future, which will see all Camden's services available via 
              the Internet, through a telephone contact centre and through community 
              access points across the borough. The aim is to provide easy access 
              to better quality services. </font></p>

            <p><font size="1"> Abul Fayez Chowdhury, 34 of Leighton Road, Kentish 
              Town may sue the Metropolitan Police after he was knocked over on 
              a Kentish Town Road pedestrian crossing by a police car answering 
              a 999 call.</font></p>
            <p><font size="1"> Mr Chowdhury suffered serious head injuries in 
              the accident and has been in the Royal Free Hospital, Hampstead 
              since the accident. Doctors there believe he may take from 6 months 
              to a year to recover fully. </font></p>
            <p><font size="1">The police driver who was behind the wheel of the 
              car, which had its siren and flashing blue lights on, was treated 
              for shock and has been suspended from driving duties since the accident. 
              Home Office figures show that the number of deaths in England resulting 
              from high speed police car chases has trebled since 1997 to a total 
              of 25 last year.</font></p>
            <p><font size="1"> Mr Chowdhury's wife, Lily, has already consulted 
              lawyers although no action can be taken until an ongoing police 
              investigation into the incident is completed. She is angry that 
              the police have failed to offer her support and says that she is 
              struggling financially. Her husband is joint owner of the popular 
              Knights of the Empire Indian restaurant on Kentish Town Road. </font></p>

            <p><font size="1"> Police have released new figures showing that crime 
              in Camden is still rising. Street crime has jumped by over 15% to 
              2,732 reported incidents, car crime is up nearly 15% to 10,086 reported 
              incidents while burglaries of commercial and domestic properties 
              went up by nearly 5% to 5,433 reported incidents.</font></p>
            <p><font size="1">The figures compare poorly with other London areas 
              - in London overall there have been small drops in car crime and 
              burglary. This is balanced by a lower than average increase in street 
              crime in Camden - the increase in London was nearly 19%. </font></p>
            <p><font size="1">Camden's top policeman, Chief Superintendent Anthony 
              Brooks, speaking to the Hampstead & Highgate Express, said, "These 
              are not great figures - I accept that. But it is not quite as bad 
              as other parts of the Met. We are not the worst Borough but we are 
              certainly not the best." </font></p>
            <p><font size="1">Camden police also face criticism for poor response 
              times to 999 calls. Against a target of reaching a crime scene within 
              12 minutes of a call 80% of the time, the force achieved only a 
              68% record in the twelve months to June. </font></p>
            <p><font size="1">Defending his officers, Chief Superintendent Brooks 
              said, "There are only two other Boroughs in London that get as many 
              calls as Camden and they are Westminster and Lambeth. Both have 
              far more resources than we have." </font></p>

            <p><font size="1">Holborn & St Pancras MP Frank Dobson is to hold 
              crisis talks with Home Secretary David Blunkett to discuss problems 
              at drug hot spots in Camden. Mr Dobson is a governor of Argyle Primary 
              School in Tonbridge Street where there have been reports of drug 
              dealing near the school gates. </font></p>
            <p><font size="1">Other areas with drug and related crime problems 
              include Kentish Town, Bloomsbury and Somers Town.</font></p>
            <p><font size="1"> Mr Dobson will be asking the Home secretary for 
              more CCTV cameras and an increase of police on the beat. Police 
              say they have already increased the number of officers patrolling 
              near Argyle School.</font></p>

            <p><font size="1">A former Barclays' employee used a cigarette lighter 
              disguised as a pistol to rob banks a court was told. Mark Wellard, 
              20, raided central London branches of his former employer.</font></p>
            <p><font size="1"> Wellard, who had worked as a cashier, spent the 
              stolen money on a �1,000 per week heroin addiction, a holiday in 
              Thailand and extravagant shopping sprees. The case was heard before 
              the recent tragic case in Brixton, but Judge David Stockes QC condemned 
              the ready availability and use of these fake pistols. </font></p>
            <p><font size="1">Wellard robbed the banks without any attempt at 
              disguise and some of his former colleagues were easily able to recognise 
              him. Instead of a getaway vehicle, he used public transport or taxis 
              to make his raids. </font></p>
            <p><font size="1">Wellard's crime wave, which lasted for five weeks 
              and involved eight bank raids, came to an end when he was apprehended 
              by armed police officers who found the fake pistol, a cosh and �3,600 
              in cash on him. </font></p>
            <p><font size="1">Wellard, who had resigned from his job at Barclays 
              after �17,000 went missing, was sentenced to eight years in prison.</font></p>

            <p><font size="1"> Veteran TV and Film actor Barry Morse - who was 
              in the long-running TV series 'The Fugitive' - joined Camden Mayor 
              Roger Robinson to celebrate the re-opening of the historic men's 
              public toilets outside Camden Town Tube Station.</font></p>
            <p><font size="1"> The conveniences, which originally cost �890 to 
              build, were first opened in 1889 due to the efforts of George Bernard 
              Shaw who was an Alderman in Camden at the time. Cllr John Thane, 
              Chair of Environment Committee said "George Bernard Shaw would have 
              been flushed with pride". </font></p>
            <p><font size="1">Shaw was also responsible for the building of the 
              nearby ladies' public toilets in Parkway which were the first ladies' 
              conveniences in the country. When they were opened in 1905 local 
              men demonstrated as they did not believe women should have such 
              a facility. They were regarded "as a feature so gross as to contaminate 
              the value of all property in the neighbourhood". </font></p>
            <p><font size="1">The men's toilets have been revamped with new wall 
              tiles, glazing and timber with a natural wood finish. A new baby-changing 
              unit and hand washing facilities have also been added. The toilets 
              are open between 8am and 7pm, seven days a week. </font></p>

            <p><font size="1">Last night pole-dancing club Spearmint Rhino asked 
              Camden Council for a renewal of their entertainment license and 
              an extension of their hours from 2.00am until 4.00am. The club was 
              granted a further six month licence with various conditions attached, 
              but refused an extension of hours. </font></p>
            <p><font size="1">The Council will review the continued operation 
              of the club at the end of the six months. The Tottenham Court Road 
              club, part of a US-owned chain, has been causing a storm among local 
              residents. The club has been open for six months and although the 
              owners say it is an upmarket gentleman's club, neighbours say it 
              has been causing late night disruption and attracting undesirable 
              elements to the area. </font></p>
            <p><font size="1">The club is in the basement of Paramount Court in 
              the former site of the Embassy Club. Paramount Court is a well-appointed 
              thirties mansion block where a one-bedroom flat can fetch as much 
              as �250,000. </font></p>
            <p><font size="1">Camden police have visited the club three times 
              and say they found evidence of "prostitution and brothel-keeping". 
              In response to police and resident concerns the Council have ordered 
              the club to introduce pre-employment checks for dancers, a code 
              of conduct banning prostitution or unlawful activity and rules governing 
              customer behaviour.</font></p>

            <p><font size="1">Kelly Hanlon is working to save us all money. As 
              Counter Fraud Specialist at Camden & Islington Health Authority, 
              it's her job to detect dishonesty and bring the culprits to book. 
              She says, "This work is absolutely vital, not just for the NHS but 
              for the patients everywhere. Fraudsters are taking money that we 
              could be using to care for people who need it most." </font></p>
            <p><font size="1">Fraud is reported to be costing the NHS millions 
              of pounds every year but that situation is now being vigorously 
              addressed by Camden & Islington Health Authority. Since starting 
              her job in March 2000, Ms Hanlon has been involved in the recovery 
              of more than �500,000 of taxpayers money - cash that can be channelled 
              back into the Health Service. </font></p>
            <p><font size="1">Ms Hanlon has introduced a number of measures to 
              combat fraud, including tightening administrative processes, providing 
              nursing and residential homes with better guidance and introducing 
              post payment authorisation checks. </font></p>

            <p><font size="1">Two men held up a chip shop at gunpoint last week 
              and demanded two portions of chicken and chips and cold drinks. 
              Staff at the York Way Fish Bar were astonished to be confronted 
              by a man armed with a semi-automatic pistol - who only wanted a 
              quick feed. </font></p>
            <p><font size="1">One man kept watch outside the shop while the other 
              carried out the armed raid. Both men were said to be black and aged 
              about 25. The lookout had a Beckham Mohican and the other man was 
              wearing a short leather jacket. </font></p>

            <p><font size="1">Camden Council is introducing a new scheme which 
              means that companies that dig up the roads will be charged a lane 
              rental. This comes three months after new legislation was introduced 
              making firms liable to a fine of up to �2,000 if they fail to meet 
              their agreed schedule when digging up the road Camden is the first 
              council in London to introduce this new pilot scheme which is aimed 
              at stopping companies from bringing roads to a standstill for longer 
              than strictly necessary. The Council hopes the scheme will cut congestion 
              by up to 10%.</font></p>
